When this happens
Harmont requires user verification (a PIN, fingerprint, or face check) on every passkey sign-in. Your authenticator completed the ceremony without performing that step.
How to fix it
Use a passkey backed by a PIN or biometric, or enable a device unlock method on your security key, then sign in again.
